Messaging pop up windows

hass anyone encountered these new pop up windows that appear even when your offline? I got them about a month ago and can not find the program to delete them / where they are located on the system. All the windows have an ok button and link to a site that ask you to buy the program that blocks them. WTF?

I forget exactly where but there is an option to torun off WIndows messenger. Youw ant to do that.

Go start-->run

Type in services.msc

Scroll down to Windows Messenger and double click it.

Where is says automatic, click the side arrow and set to disabled.

Restart your machine and they will be gone.
