IBM makes yet another major breakthrough

So first I posted a link a little while back explaining how IBM effectively double the cooling performance of heat sinks with a revolutionary idea. Well it seems IBM is determined to keep coming up with more new ideas. Now they have discovered a new way of manufacturing chips that increases their processing efficiency by up to 35% or reducing power consumption and heat by the same percentage.
