In XP Pro, i can set up disk quotas but only based on users for the local machine.

Is it possible to set up quotas for people who do not have a local account on my computer, rather they access the shared folder over a home network? Or possibly set up a quota on the folder itself so that it can not go over a certain size? I am trying to give one of my room mates some space on one of my hard drives but i want it to be limited space, and i dont want to give him complete access to the drive.
