How Do You Fix The 0x800A138F Win Update Error?

Well, I have try everything on this forum but it did not work for me. One think that somebody on this forum mention about https port 443 that ring the bell...

My system is XP Home Edition.
Problem:
1-I can not update using Windows update and give Error Code 0x800A138F
2-I can not go to my bank account which is use https

I noticed both give error very quick, look like something is blocking and not even get to the site. I have Norton Internet Security on my System also AtGuard that I jus installed. I do not remember which one caused my problem above. However, After remove Norton Internet Security Everything work fine (AtGuard is still on the system).

When I do troubleshoot both Norton Internet Security and At Guard are off (All related Services are disabled) and if they are on only one FW is on.!!!

I think sombody mentioned about Window Update change from http to https and I can not get to my bank by https that helps.

Well good luck Everyone, look like everyone has same problem regarding to the Windows Update (same error code) but they all different causes....That is why solving this one is nightmare!!!
