ERMM help me!

I had a problem with my internet connection and i am sure it is not from my broadband provider.Well you see,everytime i dial the conection it will continueously keep downloading some stuff which i could not see.I have check my connection speed by using the aspeedtest website and it only read 160+ where else my friends conection speeds reads about 300+.I have reformat my comp several times and even change the os three times ,after a while the same problem keeps coming up,i could not even install a anti virus software inside my comp(i was blocked everytime by the system).If anyone know how to fix this problem please advice me asap.

(pentium4 2.8ghz c,winfast g464 mb,sata 40gb(almost 5 years)

what kind of motherboard do you have? have you updated it to the latest drivers? what kind of internet connection do you have and what are the advertised speeds? when you reformatted, did you do a full format or just a quick one. always do a full format to ensure that you get rid of any unwanted crap.

try running ad aware, spybot: search and destroy, and CW shredder. make sure they are updated before you run them.
