I got a HighPoint RocketRaid133 card, and when I hook it up everything seems to work fine until I get to the windows splash screen. I use windows XP, and just a second or two after the screen appears, the computer reboots. I have tried booting in safe mode, and it still gets to a certain point, then reboots.

I removed the raid card and plugged my hd back into one of my motherboard IDE connector things, and I can boot up fine.

I do not think the problem is with power (which was my first inclination). I unplugged the power from all my unnecessary hardware, including the second hard drive I was gonna set up a raid with, and this did not help. I also tried unplugging the second hd from the raid card, and booting with only my primary hd connected to the raid card. This did not help either.

I was going to set up a RAID 0, which would involve a reformat, so if you guys think a reformat is really likely to fix this problem, I'll do it. If you know of some way to make sure that I'll be able to boot after I reformat and set up a RAID 0, that would be even better.

Thanks for your time,
-Jake

Windows is missing the highpoint driver. Not only that, it is loading your old ide drivers and when it does it crashes. You might be able to remove your old ide drivers in device manager, re-boot in safe mode, and get it to take the new drivers. But, more than likely a fresh install will be the best thing.
