I know SS already pointed it out. I just wanted to add that it might be a better idea to have a rule list in the sign up procedure, one of those ones that does not let you continue till you reach the bottom and then has a delay before it gives you the option to continue. That would mean its still easy enough to join but it should deter spammers to small extent aswell. A 24 hour delay won't work as it would discourage people who need help too. And not many people would sign up if they had to use a registered email adress. I don't think there really is a solution to the signup spammers. More mods maybe, ones that are in a different enough timezone so as to be on when everyone in the US and that area are off.
