Cheap Video Capture

I need an inexpensive way to capture a 3 minute segment of VHS tape onto my PC so I can use it in Microsoft Movie Maker. I understand that I need a video capture card. I have a Geforce4 with what i think is only S-video out.

I want to include the video with the slide show for my parents anniversary celebration. Can I use my sister's DV recorder to accomplish this? As long as it has Analog IN?

Next: How do I get the presentation off of Movie Maker and back onto VHS when my Video card only has S-Video out and none of my VCR's have S-Video in?
