Say a product has a thermal resistance of 0.25C/W and another product has a thermal resistance of 0.3C/W. Which one will do a better job at reducing heat?

Resistance to thermal conduction is bad for heat dispersal. Thermal conductance is good. So, the lower the resistance, the better.
